Your Guide to the European Institutions

## Welcome to Brussels!&#x20;

This guide is designed to help you settle into your new role at the European institutions, whether you're joining as permanent staff, a temporary or contract agent, or as an IT consultant working under a [framework contract ](/framework-contracts)with DIGIT.\

### Getting Started

#### Before You Arrive

**Administrative Essentials** Moving to Brussels for work at the European institutions requires careful preparation. Start by gathering all necessary documents: your employment contract, passport, birth certificate, and any relevant diplomas. If you're bringing family members, ensure you have their documentation as well, including marriage certificates and children's birth certificates.

**Accommodation Search** Begin your housing search early, as the Brussels rental market can be competitive. Popular neighborhoods for EU staff include Ixelles, Etterbeek, Woluwe-Saint-Pierre, and Uccle. Consider proximity to your workplace, most Commission buildings are located in the European Quarter (Quartier Européen). Rent prices vary significantly by area, with studios starting around €800-900 and two-bedroom apartments ranging from €1,200-1,800 in central locations.

**Financial Preparation** Open a Belgian bank account as soon as possible after arrival. Major banks like BNP Paribas Fortis, ING, and KBC have experience with international clients. You'll need this for salary payments and local transactions. Budget for initial costs including rental deposits (typically two months' rent), agency fees, and furniture if needed.

#### Your First Days

**Registration Requirements** Within 30 days of arrival, you must register with your local commune (municipality). This process, called "inscription," provides you with a residence permit and is mandatory. You'll need your passport, proof of employment, and proof of address. An inspector may visit your home to verify residence.

**PMO Support for Staff Members** If you're a permanent, temporary, or contract agent, the Pay Master Office (PMO) is your primary administrative support service within the European Commission. Located in Brussels, the PMO handles all aspects of your remuneration, allowances, and administrative rights. Visit the PMO service desk during your first weeks to ensure your file is complete and your payments will be processed correctly. The PMO can assist with:

* Monthly salary payments and corrections
* Family allowances and household allowances
* Expatriation and foreign residence allowances
* Installation allowances and removal expenses
* Children's education allowances
* Sickness insurance and accident coverage
* Pension rights and leave management

For IT consultants and service providers under framework contracts with DIGIT, payment processing follows a different route through your contracting company, but understanding PMO services is useful for collaboration with permanent colleagues.

**EU Staff Benefits and Allowances** Permanent and temporary staff benefit from a comprehensive package. The household allowance recognizes family responsibilities, while the expatriation allowance compensates for working outside your home country. Parents receive education allowances to help cover international school fees. The installation allowance helps with relocation costs, and you can claim removal expenses for shipping household goods. All these allowances are managed through the PMO, which processes claims according to Staff Regulations.

**Health Insurance** EU staff members are covered by the Joint Sickness Insurance Scheme (JSIS), which reimburses approximately 80% of medical costs. You'll need to register for JSIS and may want to purchase complementary insurance for the remaining 20%. IT consultants should verify their health insurance coverage through their employer or arrange private insurance.

### Daily Life in Brussels

#### Transportation

**Public Transport** Brussels has an extensive public transport network operated by STIB/MIVB, including metro, trams, and buses. The metro is the fastest way to navigate the city, with four lines serving major areas. Purchase a MOBIB card for convenient travel, you can load monthly passes or individual tickets. EU staff often benefit from partial transport reimbursement.

The European Quarter is well-served by metro stations Schuman, Maelbeek, and Trône. Most Commission buildings are within walking distance of these stations. For trips outside Brussels, SNCB/NMBS trains connect you to other Belgian cities and neighboring countries.

**Cycling** Brussels is increasingly bike-friendly, with expanding cycling infrastructure. The Villo! bike-sharing system offers an affordable option for short trips. Many EU staff cycle to work, especially during pleasant weather. Secure bike parking is available at most Commission buildings.

**Driving** If you're bringing a car, you'll need to register it in Belgium and exchange your driving license. However, parking in central Brussels is expensive and often challenging. Many residents find public transport more practical for daily commutes.

#### Neighborhoods and Housing

**The European Quarter** Living near work in areas like Quartier Européen or Square Ambiorix offers convenience but can feel office-centric outside business hours. These neighborhoods have good amenities but less local character.

**Ixelles** One of the most popular areas for international professionals, Ixelles combines vibrant street life with excellent restaurants, cafés, and shops. The Flagey and Châtelain areas are particularly lively. Good international schools are nearby.

**Etterbeek** Adjacent to the European Quarter, Etterbeek offers a mix of residential calm and urban amenities. It's popular with families and has good transport connections.

**Woluwe-Saint-Pierre and Woluwe-Saint-Lambert** These eastern communes attract families seeking more space and greenery. They're slightly farther from central Brussels but offer excellent schools, parks, and a more suburban atmosphere.

**Uccle** A leafy, affluent southern commune popular with families. Uccle has outstanding international schools but requires a longer commute to the European Quarter.

#### Education

**European Schools** The European Schools system was created specifically for children of EU staff. Four European Schools serve Brussels: Brussels I (Uccle), Brussels II (Woluwe), Brussels III (Ixelles), and Brussels IV (Laeken). These schools follow a multilingual curriculum leading to the European Baccalaureate, recognized across Europe for university admission.

Priority admission is given to children of EU staff, though spaces can be limited in popular sections. Registration should begin as early as possible. The schools offer instruction in multiple language sections, allowing children to study in their mother tongue while learning other European languages.

**International and Private Schools** Brussels hosts numerous international schools, including the International School of Brussels (ISB), British School of Brussels (BSB), and SHAPE International School. These schools offer various curricula (IB, British, American) and are excellent alternatives if European School spaces aren't available.

**Local Belgian Schools** Some families choose Belgian schools for deeper cultural integration. Education is free in public schools and available in French or Dutch, depending on the region of Brussels.

#### Healthcare

**Finding a Doctor** Brussels has excellent healthcare facilities. You can choose any doctor or specialist, there's no GP gatekeeper system as in some countries. Many doctors in Brussels speak English, though French or Dutch is more common. Ask colleagues for recommendations or consult the JSIS provider list.

**Hospitals** Major hospitals serving the international community include Cliniques Universitaires Saint-Luc, Hôpital Erasme, and CHU Saint-Pierre. Private clinics like Chirec also offer excellent care.

**Pharmacies** Pharmacies are widely available throughout Brussels. They display a green cross and operate on a rotation system for night and weekend coverage.

**For IT Consultants** If you're working as a consultant, ensure you understand your health insurance coverage. EU reciprocal healthcare (European Health Insurance Card) covers emergencies, but you'll need comprehensive private insurance or coverage through your employer for routine care.

### Working at the European Institutions

#### Workplace Culture

**Multilingualism** Working at the EU means working in a multilingual environment. While English is increasingly common as a working language, French remains dominant in Brussels, and many documents and meetings use multiple languages. Learning French or improving your language skills will enhance both your professional effectiveness and daily life.

### Practical Information

#### Banking and Finance

**Taxes** EU staff members benefit from a specific tax regime. Your salary is subject to the EU tax, not Belgian national taxes, though certain allowances and additional income may be taxable. The PMO automatically deducts EU tax from your salary. Consultants are typically subject to standard Belgian or their home country tax rules, depending on their contract structure.

**Cost of Living** Brussels is moderately expensive compared to other European capitals. Budget approximately:

* Rent: €800-1,800 for a two-bedroom apartment
* Groceries: €300-500 per month for a couple
* Restaurants: €15-25 for a casual meal, €40-60 for mid-range dining
* Transport: €49 monthly pass for unlimited STIB travel

#### Communications

**Mobile Phones** Major mobile operators include Proximus, Orange, and BASE. EU staff can maintain their home country number and use it without roaming charges throughout the EU, though getting a Belgian number can be practical for local contacts.

**Internet and TV** Providers like Proximus, Telenet, and VOO offer internet, TV, and phone packages. Installation may take several weeks, so arrange this early.

#### Language and Integration

**Learning French or Dutch** While many Brussels residents speak English, learning French (the dominant language in Brussels) or Dutch will greatly enhance your experience. The institutions offer language courses, and external schools like CLL and Berlitz provide additional options.

### DIGIT-Specific Information for IT Consultants

#### Working with DIGIT

**Framework Contracts** DIGIT manages numerous framework contracts for IT services covering software development, infrastructure management, cybersecurity, and digital transformation projects. As a service provider under these contracts, you'll work closely with permanent staff while maintaining your independent status.

**Access and Security** Security is paramount at EU institutions. You'll receive specific access credentials and must follow strict IT security protocols. Badge access, building entry procedures, and data handling requirements are rigorously enforced. Complete all mandatory security training promptly.

**Communication Channels** While you may not have access to all internal Commission systems, you'll receive necessary tools for your project work. Understand the communication channels specific to your contract and maintain professional boundaries around sensitive information.

**Professional Development** Stay current with evolving EU IT standards, cybersecurity requirements, and digital transformation initiatives. Many framework contracts include provisions for training and skill development.

# Contract types @ EU

While working at the European Institutions, you will meet people with different type of contracts.

There are several types of working relationships within the European Institutions. We divide them into 2 main categories :&#x20;

1. People paid directly by the EU institutions as their employer :&#x20;
   * permanent staff or temporary staff, who adheres to the Staff Regulation or a similar legal text. This is similar to civil servants in the member states. Their function group is AD (Administrator), AST (Assitant), AST/SC (Assistant/Secretary Cleck)
   * who signed a contract with the EU Institutions. This is similar to contracts signed in the private sector. Their function group is FGI, FGII, GFIII, and FGIV.
   * Trainees, like Blue book Trainees, who are joining the Institutions for few months.
   * Seconded national expert (SNE), who worked directly for the European Institutions after being sent by a member state where they were civil servants.
2. People not being paid by the EU Institutions, thus not being considered as EU staff. Their are getting paid by their employer or through a company that has a service contract with the Institutions :&#x20;
   * Interim staff
   * IT Consultants, intra- or extra-muros.
   * Security guards
   * Cleaning and kitchen staff
   * ...

### Paid directly by the EU institutions

For the first category, we have :

1. **FP** - Permanent staff (also known as "officials"): These are employees of the European Commission who have a permanent contract (no end date) and adhere to the Staff Regulations of Officials of the European Union. They enjoy certain rights and protections, such as the right to be appointed to a higher grade or function, the right to receive a pension, and the right to certain social benefits.
2. **TP** - Temporary staff (also known as "officials" as well): These are individuals who are engaged by the European Commission to perform a specific task or mission for a limited period of time, under the Conditions of Employment of Other Servants of the European Union. There are several subcategories of Temporary Staff, including:
   1. Temporary staff under Article 2(d) of the CEOS: These are individuals who are engaged to work on projects funded by the Commission's research budget.
   2. Temporary staff under Article 2(c) of the CEOS: These are individuals who are engaged to perform advisory or managerial functions within the Commission.
   3. Temporary staff under Article 2(b) of the CEOS: These are individuals who have been recruited through an open competition and are engaged for a specific project or mission.
   4. Temporary staff under Article 2(a) of the CEOS: These are individuals who have expertise or skills that are not readily available within the Commission and are engaged for a specific project or mission.
3. **SLB** - Trainee - Blue book
4. **CB** - Contract agents: These are temporary employees of the European Commission who have a fixed-term contract and adhere to the Conditions of Employment of Other Servants of the European Union. They may be hired for a specific project or mission and do not have the same rights and protections as permanent staff.
5. **SNE** - Seconded National Expert : Staff from a member state (civil servant), that is temporarily appointed to a job at the EU level for a fixed duration (EU contract has an end date). SNEs are paid by the Institutions during their EU appointment and are supposed to go back to their original job at the national level after the end of the contract

### Not-paid directly by the EU institutions

For the second category, we will focus on the external service providers, like IT consultants, and interim staff :&#x20;

* INT - Interim staff. Working through a interim agency
* PPW - Intra-muros Service Providers: Service provider with a commission workstation, meaning a consultant with a Commission laptop and a permanent office as well as a permanent building badge
* PXE - Service provider working outside Commission premises with EU equipment, meaning a consultant with a Commission laptop and without any permanent building badge. Those consultants can anyway get temporary badges to work from a flex desk in a Commission building.
* PPX - Service provider with a commission workstation, meaning a consultant with a Commission laptop and a permanent building badge
* PP - Service Providers with access to the buildings: no IT jobs, like cleaning staff, canteen staff, movers, security guards, ...&#x20;
* PPI - Premise and IT accesses Service Providers: access to the building with permanent badges but without an office, like maintenance service providers, journalists,...
* PXI - Extra-Muros Service Providers : Service providers working outside Commission premises with access to the IT environment, meaning a consultant without a Commission laptop and without any building badge, but with access to EU IT infrastructure

> As an IT consultant, you are considered as an external staff. You continue to work under the responsibility of your employer, or as a freelancer, and pay your taxes according to your professional and personal situation, usually in your country of tax residency.

IT consultants, in a Time and Means contract, can't bill the Commission directly, even as a freelance or company owner. They have to work through approved companies that keep a fee on the daily rate.

### Differences between Permanent staff and external Consultants.

# Civil servant contract types

The different contracts that the European Institutions can offer to their staff

Understanding the different types of contract in the European Institutions jungle is not always easy for candidates who start to search for opportunities.

The

## Categories of direct contracts

* **Official**s (from AD5 to AD16, or from AST1 to AST11, or from AST/SC 1 to AST/SC 6)&#x20;
  * [Permanent staff](https://eu-careers.europa.eu/en/job-opportunities/open-vacancies): work indefinitely on established positions
  * [Temporary staff for European Commission](https://eu-careers.europa.eu/en/job-opportunities/open-vacancies/ec-temp) or [ for other EU bodies](https://eu-careers.europa.eu/en/job-opportunities/open-vacancies/temp) : work on established positions for a short period
    * **Temporary staff under Article 2(a)** of the CEOS : the initial contract shall be for a period of up to four years with the possibility of one extension of a maximum of two years.
    * **Temporary staff under Article 2(b)** of the CEOS : These engagements are allowed only after unsuccessful attempts to fill the position per Staff Regulations, like the classical EPSO selection process for Permanent staff. They can occur if there are no available reserve lists or if they are insufficient. The initial contract duration is based on the expected publication of external competition reserve lists, capped at 4 years. Normally, these recruitments are for up to 3 years. Extending beyond 3 years or a longer initial period requires a selection procedure.
    * **Temporary staff under Article 2(c)** of the CEOS : The number of Cabinet members and other staff that can be engaged as temporary staff is determined by the Rules governing the composition of the Members' Cabinets. There are no formal selection procedures for the engagement of Cabinet temporary agents.
* **Contract Agents** for European Commission or for [Other EU bodies](https://eu-careers.europa.eu/en/job-opportunities/open-vacancies/cast) (from GF-I to GF-IV, GF meaning function group).
  * **Contract Agents 3a**
    * Can work part-time or full-time in non-established positions.
    * May have their initial contract converted into an indefinite one after renewal.
  * **Contract Agents type 3b** (also known as "auxiliary contract")
    * Employed by the Commission for short durations, ranging from 3 months to a maximum of 6 years, on non-established positions

It is important to notice that what EPSO calls [other contracts](https://eu-careers.europa.eu/en/job-opportunities/open-vacancies/second) are not contract as EU staff, but are closer to [IT external consultant contractual agreements](/general-info/contract-types-eu/contract-types-as-external-consultant). The staff member is working inside the institution premise, but as an employee or interimaire through a private company to which the institution outsourced the work.

# Contract types as external consultant

When working as an IT consultant, there are 2 main ways to deliver services to the EU institutions :&#x20;

* Times and Means
* Fixed-Price

A time and materials (T\&M) contract is a type of agreement in which the Commission, as a client, pays for the materials used and the labor hours spent on a project. The billing rate for labor (your consultant daily rate) is typically based on the type of work being performed and the level of expertise required. This type of contract is often used when the scope of work is not well defined or is subject to change. At the Commission, those contracts have been used since the eraly days of IT outsourcing to replace permanent staff and officials by IT professional, to reduce costs. IT consultants, even with high rates from 2000 - 2010 didn't impact the EU pension fund, so it was an easy switch in the past. Right now, the vast majority of IT work is performed by externals, the few last internal staff working on IT and technical activities will not be replaced when their contract comes to an end or if they leave on pension.

On the other hand, a fixed-price contract is a type of agreement in which the price for the project is agreed upon upfront and does not change, regardless of the number of materials used or labor hours required. This type of contract is typically used when the scope of work is well-defined and is not expected to change. The number of fixed-price contract is growing fast in IT, as it gives an false impression of limited risk in terms of budget slippage. However, the very poor ability of Commission staff to define clear and professional requirements in the vast majority of the cases is a good reason to avoid those types of projects at all costs as IT professional. It is usually a receipt for disaster.&#x20;

### Times and Means

T\&M contracts are awarded to companies as part of a framework contract.


# How much do EU officials earn?

Salaries and social benefits of the permanent staff

The basic salary for EU officials is determined by their function group (AD, AST, SC) and their grade (which ranges from 1 to 16). The grade reflects the level of responsibilities and experience required for a particular job.

### Allowances :

* Expatriation allowance: for officials posted abroad
* Dependency allowance: for officials with disabled family members
* Management allowance : for middle and senior managers

Frequently Asked Questions that aspiring European civil servants might want to ask a career  advisor.

#### What are the main requirements for working at the European Commission, European Parliament, or European Council in Belgium or Luxembourg as an IT consultant?

Getting a work as an IT consultant (usually refered as extra-muros consultants or external staff) follows the same pattern as getting a mission with a usual large private company. Working without intermediaries is usually not possible, you will have to work through a company that is allowed to provide IT consultants (either employees or freelancers) to the European Institutions. For the Commission, [DIGIT TM-II is one of the main framework contract](/framework-contracts/digit-tm-ii).

#### Are there any specific educational backgrounds or work experience required?

The conditions for the IT consultants are mentionned in the technical annex (educational background, number of years of professional experience, certifications, ...). #### How important is fluency in languages such as English, French, Dutch, or German for these institutions?

It depends of the Unit you are targeting, but speaking English only is enought. French is an asset. Dutch or German is rarely necessary. English is always a requirement, based on our experience.

Weekly working time is 40 hours (8 hours a day). Depending of the team, the working time can be more or less flexible, wirh core hours during the day (hours you are required to work to ensure common time slots with your team members). Clarifying this topic from the start with your head of unit or customers is important.

#### What are the typical work hours and work-life balance like?

From 8h00 / 9h00 to 17h00 / 18h30 with at least 20 minutes for lunch break.

#### Are there any opportunities for remote work or flexible scheduling?

Yes, remote workign can be allowed. In case of Off-Site contract under DIGIT TM-II framework, fully remote is possible, with a require;ent to come to Brussels and Luxembourg from time to time, with travel costs being reimbursed.

#### Can you provide information on any specific requirements or restrictions related to nationality, residency, or dual citizenship for working at the European Commission, European Parliament, or European Council in Belgium or Luxembourg?

Not having a european citizenship is not a issue as such to work as an IT consultant for the European Institutions. However, some missions or projects requires to handle sensitive data. In this context, a security clearance can be asked. Non-european citizen who are not resident of a European country for more than 5 years might face problems to get a security clearance.

The EU institutions are using framework contracts.

# DIGIT TM II

## Introduction

DIGIT TM II is a framework contract for the provision of IT services to the European Commission's Directorate-General for Informatics (DIGIT). It is intended to provide the DIGIT with a pool of qualified IT professionals who can be hired on a temporary basis to work on specific projects or to provide support for the development and maintenance of IT systems and services. The contract covers a wide range of IT specialties, including software development, system administration, networking, cybersecurity, and data management.

DIGIT-TM II framework contract includes a scorecard system for evaluating the level of expertise and specialization of the IT consultants who are hired under the contract. The scorecard appears to take into account a range of factors, including education, professional experience, certificates, and specific areas of expertise. These factors are used to determine an individual's level and points within one of the three lots under the contract.

## Process

When a Commission team needs a new consultant, several steps have to be followed :&#x20;

* The EU Manager  selects one of the profiles described in one of the 3 lots
* He/She defines the minimum level required for the job
* For the given Lot, he/she contacts the first consortium in the cascade, to ask for CVs
* The consortium collects CV from the companies that are part of it.&#x20;
* The EU Managers review the CV and invite candidates for an interview :&#x20;
  * if the interview is successful, the consortium can propose the consultant to the Commission. The daily rate is based on the role and output of the score card
  * if the candidate is not a right fit, the next consortium in the cascade can propose CVs.

### How does it work?

Or by working as a freelancer through those consortiums or companies.

So, as I mentioned earlier, the DIGIT TM II framework contract is used by the European Commission to hire external IT professionals to work on various projects. One way that these professionals can be hired is through a consortium, which is essentially a group of companies that come together to bid on a project and then work together to complete it.

### Consortiums and Service providers

Consortiums can be organized in a number of different ways, but one common structure is for one company to act as the lead partner and coordinate the work of the other companies in the consortium. This lead partner is responsible for managing the candidates pipeline and ensuring that all requests from the Commission are answered by providing CVs in due time.

It's important to note that all of the companies in a consortium are typically contracted directly with the European Commission, rather than with the lead partner. This means that each company is responsible for delivering its own consultants and meeting the terms of the contract.

### Working as a freelance

A freelancer can work as an IT consultant for the European Commission through a company belonging to a consortium in the following way:

1. An awarded consortium can engage the services of the freelancer as an IT consultant, either as an employee of one of the companies of the consortium or as a subcontractor.
2. The freelancer will work on IT projects for the Commission as needed, under the supervision of the EU manager.
3. The consortium will invoice the Commission for the services provided by the freelancer, and the freelancer will be paid by the consortium according to the terms of their contract.

It is important to note that the freelancer will not be an employee of the Commission and will not have the same rights and obligations as permanent staff or temporary agents. They will be subject to the terms of their contract with the consortium and will not be covered by the Staff Regulations of Officials or the Conditions of Employment of Other Servants of the European Union.

### Invoicing process

The process for a freelancer working as an IT consultant for the European Commission through a company belonging to a consortium:

* The freelancer carries out the agreed-upon work for the Commission as outlined in their contract.
* The freelancer submits a timesheet to the Commission manager as well as a report detailing the work completed for the month.
* The Commission manager reviews and signs the timesheet, indicating that the work has been completed to their satisfaction.
* The freelancer sends the signed timesheet and an invoice for their work to the company.
* The company reviews the timesheet and invoice and, if everything is in order, pays the freelancer according to the payment terms agreed upon in their contract (usually within 30 days).
* The company then prepares an invoice to the Commission for the work completed by the freelancer.
* The company submits the invoice to the Commission for payment, typically on a quarterly basis.

# DIGIT TM II delivery modes

The DIGIT-TM II contract is the European Commission's 1.1 billion euro contract for IT services throughout Europe. It will cover more than 2000 external IT service providers at the Commission.&#x20;

## Delivery modes and locations

There are three types of delivery modes under the contract: on-site, near-site, and far-site.

* On-site contracts require professionals to work at the Commission's office
* Near-site contracts allow for remote work within the same country as the Commission's office, or close by (2 hours notice)
* far-site contracts allow for remote work within the European Union.

The use of each type of delivery mode may vary among Directorates-General and may be subject to negotiation with the individual's direct management.

# DIGIT TM II Scorecards

The scorecard is a tool used to assess the qualifications of external service providers who are being considered for a contract under the DIGIT-TM II framework. It consists of a list of minimum requirements for each profile and is used to determine the level of the proposed external service provider in the event that a specific contract is signed. The scorecard takes into account the total number of years of successful studies, the total number of years of relevant IT experience, specific expertise, and certifications and standards (for Lot 2 and Lot 3 only).

Each level corresponds to a minimum number of points, and the points obtained by the proposed external service provider will determine their level. The customer can specify the minimum and/or maximum level of experience and/or specific expertise needed for a particular task, and the contractor's offer must meet these requirements in order to be considered.

The scorecard is designed to allow for flexibility in terms of qualifications, allowing for a missing degree to be compensated for through years of experience and to a limited extent through expertise and/or certification/standards.

## Points for Experience

Experience in the relevant IT field or other required experience detailed in the technical annex will be considered when evaluating the proposed external service providers. CVs of external service providers should demonstrate relevant experience as stated in the profile and request. Requests can specify either the minimum and/or maximum level or only the maximum level that the proposed external service provider should meet to be accepted, along with the associated score.

The number of years of professional experience in the relevant IT field can be compensated for through the other dimensions of the scorecard. Each year (equivalent to 12 months) of professional experience in the relevant IT field will earn 1 point, and the total number of points earned will be added to the points earned in the other dimensions to determine if the proposed external service provider meets the requirements and to assign a level. Only full years will be counted towards the points.

The maximum number of points that can be earned for professional experience in the relevant IT field is 20, equivalent to 20 years of experience. All relevant IT experience beyond 20 years will be scored at the maximum of 20 points.

## Points for Certificates and standards

For lots 2 and 3 only, having a certificate or standard is a minimum requirement for some profiles and will result in 1 point. For each additional certificate or standard the external service provider possesses, they will receive 1 additional point, up to a maximum of 3 points. If a required certificate or standard is not possessed, the CV will be rejected. In other cases, possessing a certificate or standard will result in bonus points and can compensate for missing years of education or professional experience, limited to 3 points under both lots 2 and 3. The total points obtained from certificates and standards will be added to the total score to determine the level of the external service provider.

## Points for Specific expertise

For all lots except for level 0, points can be obtained for specific expertise in a technology or product based on the number of years of experience. One or two years of expertise earns 1 point, three years earns 2 points, and more than three years earns 3 points.

# DIGIT TM II Cascade mechanism

The cascade mechanism is a process used for selecting consultants for Times and Means. In general, the following rules apply:

* The customer specifies the required services (referred to as "consultancy") and response time for the request. The contractor then submits an offer (several CV for the requested profile) within this time frame based on the customer's specifications.
* The customer initially sends the request to the top-ranked contractor in the cascade, based on the results of the evaluation of the call for tenders in the contract. If this first contractor meets the response time and specification criteria, they will be selected for the consultancy.
* If the first contractor does not meet these criteria, they will be considered unable to provide the requested services. In this case, the customer will send the same request to the second-ranked contractor in the cascade. If this second contractor meets the response time and specification criteria, they will be selected for the consultancy.
* This process continues down the cascade until a contractor is selected or the end of the cascade is reached without a selection being made. In the latter case, the customer may choose to either reopen the competition or redefine the consultancy request.
* During the cascade process, the specifications of the request may not change.

# DIGIT TM II working times

Consultants are supposed to work 40 hours per week.

Consultants in Times and Means are required to provide services during normal working hours (7 a.m. to 8 p.m. local time at the location of the customer) and should be available to provide services during specific time frames (9:30 a.m. to noon and 3 p.m. to 4:30 p.m. local time at the location of the customer).

In exceptional cases, extended service hours may be requested by the customer. Any additional hours beyond the normal 8 hours that are not explicitly requested by the customer cannot be invoiced by the contractor. If additional hours are worked within normal working hours, they will be invoiced at a pro-rata of the applicable daily rate. If additional hours are worked outside of normal working hours, they will be invoiced at a pro-rata of the applicable daily rate with a 50% surcharge. The contractor is required to follow all applicable labor and social laws.

# DIGIT SM

DIGIT-SM stands for External service provision in Service Mode for development, consultancy and support in the field of information systems.

A framework contract is a type of contract that sets out the legal, financial, technical, and administrative provisions for the relationship between the European Commission (or other EU institution) and contractors during the period of the contract's validity. It does not create any direct commitments or constitute orders in and of itself. Instead, actual orders are placed through specific contracts that are concluded in the performance of the framework contract.

In the case of the DIGIT SM framework contracts, there are two lots: one for project monitoring and quality assurance for software development in service mode, and one for software development in service mode. For Lot 1, the contractual relationship will be governed by a single framework contract, while for Lot 2, there will be a cascade mechanism involving up to two contractors.

## Lots

For Lot 1, the contractor is responsible for providing quality assurance, effort estimation, and project monitoring services. They assess the compliance of the deliverables (such as software, technical design, and user manuals) with the requirements and guidelines of the European Commission, and estimate the effort required for projects to be developed under Lot 2. They also manage the day-to-day aspects of externalizing projects, including monitoring and managing the progress of projects in terms of scope, budget, and time.

For Lot 2, the contractor(s) are responsible for providing software development and maintenance services. They work on projects, which can be either new systems or major updates to existing systems. These projects are subject to effort estimation and quality assurance checks performed by the contractor for Lot 1.

## Location

The work for these contracts is mainly being performed outside of the European Commission's premises, typically on the contractor's premises, with some services being provided on the Commission's premises. For activities that require onsite presence, the place of delivery is normally in Belgium and Luxembourg.
